MN CGA Best Practices

Welcome to this new segment where MUCA will feature a Common Ground Alliance Best Practice each issue.

Best Practice 5-15: Facility Avoidance

Practice Statement: The excavator uses reasonable care to avoid damaging underground facilities. The excavator plans the excavation so as to avoid damage or to minimize interference with the underground facilities in or near the work area.

Practice Description: Foremost on any construction project is safety. Excavators using caution around underground facilities significantly contribute to safe excavation of existing facilities.

The Legislature: Honestly, Why Bother?

It's supposed to be a government "Of the People, By the People and For the People," but after these past two years of accomplishing nothing, why does the Legislature even bother to meet?

The governor is intent on getting the Southwest Light Rail funding by attempting an "end run" around the Legislature and the people of Minnesota, who are now desperately seeking funding for infrastructure and transit.

Jeff Johnson has an interesting video on the topic and the Chamber of Commerce issued this statement this past week.

Even the Special Session discussions, both this session and last, were boiled down to three people making decisions for the rest of state, without an opportunity for input by the public.

This is not how government is supposed to be run, and certainly demonstrates a lack of leadership by all parties.
