MUCA Member Update

Cross Your Fingers or Place Your Bets, State Budget Goes Under Veto Threat

Here we go again. Several meetings, some compromise and still most of the spending bills are under the threat of the veto pen from Governor Dayton.

Several negotiated omnibus bills have passed. The House and Senate have passed Agriculture, Education, Environment and Natural Resources, and State Government omnibus bills and sent them to the governor, who has pledged a veto for all bills in which his position was not adequately addressed.

One would think in a time of successive budget surpluses (since 2014), ample resources exist to satisfy the needs of the state. The fact that these bills are under the threat of a veto demonstrates a lack of willingness to compromise. Meanwhile Minnesota’s citizenry and its companies continue to be excessively taxed (thus the surpluses), without being provided the services and upgrades we are in need of (i.e. roads, bridges & water infrastructure) that keep MUCA Member companies thriving.

If a budget agreement isn’t in place by next Monday, May 22 at midnight, the constitutional deadline for adjournment, we could be facing a government shutdown on July 1. Anyone care to wager on the prospects of a Special Session?

MnDOT Opens a DBE Learning Hub and Small Business Resource Center

MnDOT held its grand opening for the new DBE Learning Hub and Small Business Resource Center on Monday, May 15. It’s located at the Spruce Tree Centre, 1600 University Ave, Suite 214 in St. Paul.

The offerings include bid assimilation and submission assistance, practical business workshops, one-on-one mentoring, and tech resources. The goal is to allow businesses to leverage their skills and increase their chances to compete for contracts with General Contractors, and as General or Sub-Contractors themselves.

The General Contractors are seeking experienced DBEs and Small Businesses who:

  • Ensure jobs and projects are completed above standards.
  • Understand and can adequately complete the bidding process.
  • Have sufficient bonding and insurance.
  • Possess knowledge and professional business acumen and approach.
  • Recognize the importance of accountability, time and project management.

To date, MnDOT has spent millions over the last several years trying to reach its DBE and Workforce Goals. So far, MnDOT has not achieved them and yet still raises these goals every three years. Time will tell if this new investment will change that pattern.
