MUCA Member Update

MUCA’s MS216D Revision Bills Making Their Way Through the Legislature

Above: Jerome Vikse, Duinninck, Inc. and Sen. Lang testify at the Senate Judiciary & Public Safety Committee hearing.

MUCA’s proposed changes to the MS216D (Call Before You Dig law) seeks to add protections and recourse for contractors. We are asking specifically to establish a contact database compelling utilities to provide specific contact information to Gopher State One Call that will help our contractors and the public remain safe when digging around utilities. S.F. 3441 and H.F. 2719 have both made it through two committee hearings.

We still have a way to go as it needs to pass full votes on both the Senate and House floors.

Call to Action! Write and call your legislators and urge them to support passage of S.F. 3441 and H.F. 2719! Stay tuned for updates as we progress.

Plumbing Code Review

The Ad Hoc Code Review & Rulemaking Committee has reviewed a first draft of possible proposed rule amendments to Minnesota Rules, Chapter 4716. Links to both rule drafts are available here.

They are considering the following changes: (1) rules on the new classification of registered unlicensed individuals for water conditioning installation; (2) rules on continuing education for registered unlicensed individuals; (3) amendments to afford licensees and registrants broader access to remote and online continuing education course offerings; (4) amendments for consistency with changes that have been made in Minnesota Statutes chapter 326B and in the Plumbing Code; and (5) other amendments that the Board determines are needed.

The next Ad Hoc Code Review and Rulemaking Committee meeting will be held on April 17, 2018 at 9:30 AM in the Minnesota Room at the Dept. of Labor and Industry. For more information, email Lyndy Logan or call (651) 284-5912.
