MUCA Member Update

Blinders On: MN Department of Human Rights Raises Workforce Goals

Once again, Minnesota Department of Human Rights Commissioner Kevin Lindsey announced increased Workforce Participation Goals for women and people of color throughout Minnesota for state construction contractors. The announcement is available here. Workforce participation goals apply to all construction contracts over $100,000 entered into by the Metropolitan Sports Facility Authority, the Metropolitan Council, the Metropolitan Airports Commission, the Metropolitan Mosquito Control Commission, and the State of Minnesota on or after July 17, 2017.

The workforce participation goals include an unreasonable tripling of the women’s goal from 6% to 20% in Hennepin and Ramsey Counties. The tripling, or in some cases quadrupling, of minority goals continues in all regions (i.e. Central MN minority goal is up from 3 to 15%; SE and SW MN minority goals is up 4 to 15%).

The “2017 Minnesota Workforce Goals report” outlines the justification for the new goals, based largely on “projected increases” of the overall population by the year 2040 – not the real numbers available in today’s world. The report also provides contractors with a list resources and frequently asked questions.

MUCA continues advocating for MDHR, MnDOT and DEED to focus on Increasing the Pool of qualified candidates, as opposed to continually setting a higher goal without a realized pool to draw from. We will continue to speak out on behalf of our members and the difficulty in finding minority and women candidates for available jobs. We will also continue our work with The Legacy I-3 program and Project Build to help attract and retain our future workforce.

MUCA is combining forces and resources with over 25 other construction organizations to create a multi-year, multi-media campaign to promote and raise awareness of the great careers available in construction. We want to share the news that not everyone needs a four year degree and a ton of college debt to earn a great living!

We will accomplish this through community and state events (fairs, tradeshows, job fairs), online media, school outreach, and ad campaigns.

MUCA believes we will all benefit by pooling our resources to support Project Build. Your Board of Directors has agreed to support this effort. We are asking every Member Company to contribute $200 to reach the ‘Association Trailblazer’ level.
