Can your business afford what St. Paul is planning? H.F. 5 creates a state-administered paid leave insurance program, financed through employers, employees and independent contractors. H.F. 6 makes wage theft illegal including instances where employers unknowingly shortchange employees on wages. It does not include reasonable good-faith employer protections or due-process provisions. H.F. 10removes the longstanding ‘severe or pervasive’ legal standard for sexual harassment claims. Employers would be without guidance as to what is legally actionable conduct. H.F. 11 creates a statewide mandate on paid safe and sick time.
